Exposure occurred across multiple industries at a scale and diversity unlike any other state. Shipbuilding was one of the largest drivers. Bethlehem Steel Shipyard, founded in 1849, operated as a warship construction site and later a repair facility where asbestos contaminated the workplace. Beyond shipyards, California's economy relied on asbestos in oil refineries, chemical plants, and auto garages. The state also hosted active asbestos mining operations.
The Atlas Asbestos Mine operated from 1963 to 1979 across roughly 435 acres. Mining and processing contaminated surrounding water, air, sediment, and soil. Johns Manville, the country's largest asbestos product manufacturer through the 1900s, ran facilities in Stockton and Long Beach. Workers there produced asbestos cement pipe, insulation, shingles, roofing materials, and brake lining. The South Bay Asbestos Area site received asbestos waste from a cement pipe manufacturer in three landfills between 1953 and 1982.
